Horton Plaza is both one of the most fascinating places in San Diego and one of the most frustrating ones at the same time. It's crazy design of half floors is influenced by "Horton Hears a Who" by Dr. Seuss and getting lost is supposed to be part of the fun. But it's also a real pain in the butt to locate your car when you're trying to leave because the parking situation is actually crazier than the mall one.
On the bright side, the place is pet-friendly and you can bring your dog for a walk all over the mall, but you have to ask individual shop owners if you can bring them inside. There's nothing but outdoor seating at the restaurants so you're all good there.
The area is super dog-friendly so I usually just park at Horton Plaza and hoof it down to the Gaslamp whenever I hang out downtown. Bring your dog and have some fun cause there's always special events that are friendly for Fido going on. Just remember to bring a bunch of bags in case of a little accident.
